Consultation on the draft Open Space in New Residential and Commercial Development (SPD)

We are seeking your views on a revised version of the Open Space Supplementary Planning Document (SPD), which provides guidance on the provision of open space in new residential and commercial developments. in accordance with the Town and Country Planning (Local Development) (England) Regulations 2012. The consultation period will close on 6 March 2026.

The proposed revision is very targeted. It relates only to how we uplift costs in the future.  The new method introduces a clearer, more flexible approach by indexing costs using recognised construction indices (such as BCIS), ensuring contributions remain accurate, up to date and reflective of the true cost of providing enhances open space improvements.

The consultation will run for a 4-week period between 6 February and 6 March 2026.

It is only the proposed amendments that are shown as track changes that we are consulting on (underlined for additional text, strikethrough for deletions or notes explaining the changes).  We are not consulting on other more detailed aspects of the SPD, such as the standards for open space provision, typologies, or wider policy principles. These remain as previously adopted.

The Council will review all responses received and consider whether changes to the draft SPD are required. Please note that representations cannot be kept confidential and will be available for public scrutiny. However, representations that are available for public scrutiny will exclude your personal contact details. The Council will consider all the consultation responses before adopting the SPD. Once adopted, the SPD will be used to guide and determine any future planning applications. The final SPD will be made available on the Councils’ website along with a Report of Consultation, and an Adoption Statement.
