Preparing a New Local Plan for Nottingham
Nottingham City Council is beginning work on a new Local Plan for the city.
The Local Plan will guide how Nottingham grows and develops over the coming years. It will set out the Council’s vision and priorities for future development, including where new homes, jobs, infrastructure and services should be located, and how places will be designed.

Notice to Commence Plan Preparation
On 30 June 2026, the Council published a formal Notice of Intention to Commence Local Plan preparation in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2026. The plan will be referred to as the Nottingham City Council Local Plan.
This marked the start of plan preparation under the new planning system.

This plan will not cover matters relating to waste and minerals.
The Council has published a Local Plan Timetable which sets out how and when the plan is to be prepared.
The timetable includes:
- key stages of plan preparation
- consultation periods
- Gateway assessments
- submission for examination and adoption
The timetable will be kept under review and updated as work progresses.

The Government has introduced a new system for preparing Local Plans through the Levelling Up and Regeneration Act 2023 and supporting regulations.
Under this system, Local Plans must be prepared within a fixed 30‑month timeframe, helping to ensure plans are produced more quickly and kept up to date.
The process includes:
- Early evidence gathering and engagement to identify key issues
- A series of Gateway assessments, carried out by the Planning Inspectorate, to check progress and provide advice
- Formal consultation stages where communities and stakeholders can comment on the plan
- Submission for independent examination, followed by adoption
The 30‑month period for preparing the Local Plan will begin after the Council has completed the initial Gateway 1 assessment anticipated to be in October 2026.

The Council will begin early work to prepare the plan, including:
- gathering evidence
- identifying the key issues facing Nottingham
- engaging with communities and stakeholders
A scoping consultation is planned for Summer 2026, which will be the first opportunity to help shape the direction of the Local Plan.
Further consultations will take place at key stages as the plan develops.
There will be several opportunities to get involved as the Local Plan is prepared.
Early engagement will help inform the plan, and formal consultation stages will allow you to comment on draft proposals.

The Government has introduced a new plan-making system through the Levelling Up and Regeneration Act 2023. This requires councils to prepare Local Plans in a different way, including:
- a fixed 30‑month preparation period
- a series of Gateway checks
- earlier and more structured engagement
As a result, Nottingham City Council is preparing a new Local Plan to meet these requirements and plan for the city’s future.
The Nottingham Local Plan remains in place and will continue to be used to determine planning applications until the new Local Plan is adopted.
In Nottingham the Local Plan currently comprises the
- Nottingham City Aligned Core Strategy (Local Plan Part 1), which was adopted on 8 September 2014
- Land and Planning Policies Document - LAPP (2020) (Local Plan Part 2) which was adopted on 13 January 2020
- Nottinghamshire and Nottingham Waste Local Plan which was jointly prepared with Nottinghamshire County Council and adopted in September/October 2025.
