The Nottinghamshire Minerals Local Plan 2045 is a joint plan being prepared by Nottingham City Council and Nottinghamshire County Council. It will cover the combined administrative areas of Nottingham City and Nottinghamshire County Council.
Minerals can only be worked where they occur. Mineral resources, safeguarding areas, transport networks and supply chains also cross administrative boundaries. A joint plan will allow these matters to be considered consistently across the City and County.
The plan will relate only to minerals development. It will set planning policies and may identify sites or areas for minerals development, while addressing matters such as safeguarding, transport, environmental effects, restoration and aftercare. It will not set policy for housing, employment or other forms of development.
The current scoping consultation is an early stage in preparing the plan. It does not propose preferred sites or final policies. It seeks views on the issues, opportunities, priorities and evidence that should guide later stages.
The Nottinghamshire Minerals Local Plan 2045 Scoping Consultation is open from 12 October 2026 until 5pm on 9 November 2026.
This is the first formal opportunity to comment on the matters that the new plan should address. Responses will inform evidence gathering, the consideration of alternatives and preparation of the plan.
All consultation documents and details of how to respond are available on Nottinghamshire County Council's Minerals Local Plan 2045 webpages: Nottinghamshire Minerals Local Plan 2045
Nottingham City Council is working jointly with Nottinghamshire County Council to prepare the Nottinghamshire Minerals Local Plan 2045.
Before starting the formal plan-preparation process, each minerals planning authority is required to publish a Notice of Intention to Commence. The notice provides early information to communities, statutory bodies and other stakeholders about the geographical area covered by the plan, the timetable for its preparation and when people will be able to participate.
Nottinghamshire County Council published its Notice of Intention on 31 July 2026. Nottingham City Council is publishing its own notice to provide a clear record that both authorities have commenced preparation of the joint Minerals Local Plan.

Plan details
The plan will be known as the Nottinghamshire Minerals Local Plan 2045. It will relate only to minerals development and will establish the planning policy framework for minerals provision, safeguarding, development and restoration across the combined administrative areas of Nottingham City Council and Nottinghamshire County Council.
Minerals and waste planning matters are addressed through separate development plan documents. The Nottinghamshire and Nottingham Waste Local Plan was adopted in September 2025. The Nottinghamshire Minerals Local Plan 2045 will form the minerals component of the minerals and waste plan for the area.
Once the joint Minerals Local Plan is adopted, the minerals and waste planning framework for the plan area will comprise:
-
the Nottinghamshire and Nottingham Waste Local Plan, adopted September 2025; and
-
the Nottinghamshire Minerals Local Plan 2045, currently being prepared as one joint minerals plan document.
Housing, employment and other forms of development will continue to be addressed through the relevant local plans and other development plan documents applying to each area.
Geographical area
The Nottinghamshire Minerals Local Plan 2045 will cover the combined administrative areas of Nottinghamshire County Council, ONS code E10000024, and Nottingham City Council, ONS code E06000018. The map below shows the geographical area that the Nottinghamshire Minerals Local Plan 2045 will cover.

Local Government Reorganisation may change the authorities responsible for preparing and implementing the plan. The intention is that the joint Minerals Local Plan will continue to cover the same City and County geographical area. This will be kept under review as reorganisation progresses.

The timetable is published in the accordion below and will be kept under review. The councils expect the 30-month plan-preparation process to start on 16 April 2027, when the Gateway 1 self-assessment is published.
