Lead a once-in-a-generation transformation
Nottingham City Council is delivering one of the most significant changes in its history through Local Government Reorganisation (LGR). This role offers a rare opportunity to support the design and implement a new unitary authority, shaping public services, governance and outcomes for generations to come.
As Director of LGR Implementation, you will provide strategic leadership and system-level oversight to ensure the transition is well planned, well governed and delivered at pace in a complex political and financial environment.
You will:
- Set the vision and strategic direction for the LGR programme
- Lead the system-wide PMO and programme governance
- Work closely with Members, senior officers, partners and communities
- Drive change, innovation and organisational capacity
- Ensure delivery is on time, within budget and aligned to agreed outcomes
- Deputise for the Chief Executive where required
We’re looking for a senior leader with a strong track record of leading large-scale transformation, operating confidently in political environments, and delivering outcomes that make a real difference to citizens.

This is a highly visible system leadership role, working closely with the Chief Executive, Corporate Leadership Team, elected Members and external partners. The environment is complex, politically engaged and fast-moving, with strong emphasis on collaboration, transparency and delivery.
You will work directly with councillors and must be comfortable operating within a democratic setting. Political awareness, diplomacy and relationship-building are essential, but you will be supported by established governance and leadership structures.

You will lead a core implementation team and work alongside senior colleagues across the organisation. Strong programme governance, assurance and leadership support will be in place to enable effective delivery.
Experience of working in or closely with the public sector and political environments is important. What matters most is your ability to lead complex change, navigate ambiguity and deliver outcomes at scale.
