💻 Head of IT

Shape the future of IT services in Nottingham
We are looking for an experienced and strategic Head of IT to lead the delivery, development and performance of our IT services at Nottingham City Council.
This is a key senior leadership role, responsible for ensuring our technology, infrastructure, and information and cybersecurity arrangements enable the Council to deliver high-quality, efficient services for our residents.
About the role
Reporting to the Chief Technology Officer (CTO), you will provide strategic leadership across IT services, with responsibility for:
- Developing and delivering a fit-for-purpose IT strategy and architecture
- Leading IT operations, security, infrastructure and programme delivery
- Managing major IT programmes and projects
- Ensuring robust cybersecurity, information governance and data protection
- Driving continuous improvement and innovation
- Managing commercial contracts and third-party suppliers
- Supporting delivery of the Council’s wider technology strategy
What we’re looking for
We are seeking a strong and credible leader with:
- Significant experience leading IT in a large, complex organisation
- A track record of delivering technology-enabled change and improvement
- Experience developing and delivering an IT strategy aligned to organisational goals
- Strong understanding of IT security, data protection and information governance
- Experience of programme and supplier management
- The ability to build strong partnerships and relationships
- Excellent leadership and communication skills, with the ability to inspire and influence with the experience of managing a multi-disciplinary team

As part of this transformation, we are creating a new senior leadership role: Head of Technology Governance & Compliance.

About the role
Reporting to the Chief Technology Officer (CTO), you will provide strategic leadership across technology governance, compliance, cyber and information security, data, and programme delivery.
You will play a critical role in ensuring the Council’s technology is secure, compliant, well-governed and aligned to our strategic priorities, while enabling innovation and transformation.
You will:
- Lead and develop a high-performing Technology Governance & Compliance function
- Act as the Council’s subject-matter expert on cyber and information security, advising senior and corporate leadership
- Establish and oversee robust governance frameworks (e.g. TDA, CAB, Architecture Boards)
- Lead risk management, business continuity and resilience planning
- Provide oversight and assurance across all IT projects and programmes
- Drive compliance across key standards including ISO27001, PSN, PCI, and Cyber Essentials Plus
- Lead strategic procurement and supplier management activity
- Support the delivery of the Council’s Technology Strategy
About you
We are looking for a strategic and credible leader with a strong track record in complex organisations.
You will bring:
- Significant experience in cyber and information security, governance and compliance
- Proven leadership of large-scale transformation and change programmes
- Strong understanding of risk, resilience, and regulatory frameworks
- Experience of working in complex, political environments and influencing at senior level
- Expertise in supplier management, procurement, and enterprise governance
- The ability to balance assurance, control, and innovation
- A passion for public service and delivering outcomes for communities

Lead cybersecurity for one of the UK's largest local authorities
Nottingham City Council is seeking an experienced Cyber Security Manager to lead the development and delivery of our cybersecurity strategy, ensuring the resilience of systems, services and data that support our organisation and the people of Nottingham.
This is an opportunity to influence security across a complex enterprise environment, providing expert leadership on cyber risk, security operations, architecture, compliance and incident response.
The Role
As Cyber Security Manager, you will be the Council's lead specialist for cybersecurity, working across services and projects to strengthen our security posture and support the safe delivery of digital services.
Key responsibilities include:
- Leading the Council's cybersecurity strategy and roadmap
- Providing expert advice and assurance for major technology projects
- Managing cyber risk, security operations and incident response activities
- Acting as the senior escalation point for security-related incidents and vulnerabilities
- Driving compliance with recognised standards and best practice
- Building cyber awareness and resilience across the organisation
About You
We're looking for a strategic cybersecurity professional with substantial experience in a large and complex IT environment.
You will have:
- A recognised cybersecurity qualification, such as CISSP, CISM or equivalent
- Significant experience delivering enterprise cybersecurity services
- Strong knowledge of security frameworks including NCSC CAF, Cyber Essentials and ISO 27001
- Experience in cyber risk management, security
