Any unauthorised vehicle entering or driving where certain vehicles are prohibited by traffic signs may receive a Penalty Charge Notice (PCN). These restrictions are set by traffic regulation orders under the Road Traffic Regulation Act 1984 and enforced under the Traffic Management Act 2004, Part 6. Exemptions may include:
- A pedal cycle
- A bus
- Wheelchair accessible taxis
- An emergency services vehicle
- Access to a property during certain times
- Vehicles with a valid council-issued permit or exemption
If you pay your PCN within 14 days of the date of your ticket (or 21 days for PCNs issued after 31 May 2022), you pay the lower amount shown on your ticket. If you pay after this period, you pay the full amount. A PCN served by post has a discount period of between 14 and 21 days depending on the contravention date.
If you were entering the bus lane to gain access to a property you must do so within 10 metres of that property. If you travelled further than 10 metres you are liable for the PCN.
If you pay your PCN within 14 days of the date of your ticket (or 21 days for PCN’s issued after 31st May 2022), you pay the lower amount shown on your ticket. If you pay after this period, you pay double that amount. A PCN (not a Notice to Owner) that has been served through the post has a discount period of between 14 and 21 days depending on the contravention date.
Some bus lanes have different operational times than others. A driver must observe the traffic signs which state the hours of operation.

A Penalty Charge Notice is issued to the DVLA Registered Keeper. If the DVLA Registered Keeper is a hire or lease company, upon receipt of the Notice the hire or lease company would need to make a representation [within the representation timeframe]. If the company want to transfer liability to the hirer or the leasee, they will need to provide us a valid hire/lease agreement.
A valid hire/lease agreement must have the hirer or leasee’s details, be signed by the hirer or leasee, contain a start and end date or an expected end date covering the date of the alleged contravention and they must also show that the hirer or leasee accepts liability for any penalty charges in relation to the vehicle.
Once liability has been transferred, the hirer or leasee upon receipt of the Penalty Charge Notice can then make either a representation or payment.
Please be aware that you are not guaranteed to have your PCN cancelled as each case is reviewed individually.

If you think that your vehicle has been cloned, you must report this to the police as soon as possible.

You will need to provide us with evidence that it was not you or your vehicle that was present when the Penalty Charge Notice (PCN) was issued:
- A colour photo showing the make and model of the vehicle
- A colour photo showing the vehicle registration number of the vehicle
- A police crime reference number related to the cloning of your vehicle.
