Not all building works need approval. Some types of work or buildings are exempt.

If your project is not exempt, you must submit a Building Regulations Application.

You can apply in one of two ways:

  • Full Plans Application
    Best for major or complex work
  • Building Notice
    Suitable for small, simple projects

If you submitted a Building Notice:

  • You will receive a Building Notice Acceptance within 2 days
  • Work can begin 2 days after submission
  • Regular inspections ensure compliance

If you submitted a Full Plans Application:

Your application will be:

  • Approved – you may begin work
  • Approved with conditions – work may begin, but updated or additional plans must be submitted
  • Rejected – you must amend and resubmit your drawings (no extra fee)

Carrying out work without the required approval may result in a fine.

When your application is received, you’ll be sent:

  • your Inspection Plan, outlining required site inspections
  • a Notice of Commencement form

You must submit the Notice of Commencement within 5 days of the work being considered as having “commenced.

Definition of Commencement of Works

  • Complex buildings: When foundations and the structure of the lowest floor are complete.
  • New buildings / horizontal extensions: When foundations, any basement, and the ground floor structure are complete.
  • All other work: When 15% of the project has been completed.

The number of inspections depends on the type and complexity of the work.

Smaller jobs need fewer visits; major builds require more.

You or your builder must give 24 hours’ notice for an inspection.

When the project is finished, submit a Completion Notice within five days.

  • This can be done by the homeowner, builder, or agent.
  • A completion inspection will only take place once this notice is received.

If the work complies with Building Regulations and all fees are paid, a Completion Certificate will be issued.

Once the final inspection is passed:

  • a Completion Certificate is issued
  • keep this document safe — it is important for future property sales or legal enquiries
