Adult Social Care Strategy - Enabling Gloriously Ordinary Lives

Adult social care touches the everyday lives of people across Nottingham, from those who draw on care and support, to carers, families, communities and the workforce who make it happen.

Enabling Gloriously Ordinary Lives is our new Adult Social Care Strategy for 2026–2029. It sets out a clear direction for change: moving away from a system that responds only in times of crisis, towards one that supports people earlier, builds on strengths, and enables people to live well, every day.

At its heart is a simple idea, most people want to:

• live in a place they call home
• stay connected to the people and things they love
• have choice and control over their lives

This strategy describes how we will work together to make that possible.

Our direction for change

Over the next three years, we are shaping an adult social care system in Nottingham that is:

• Life-led, not service-led – starting with what matters most to people
• Closer to home – supporting people within their communities and neighbourhoods
• Preventative by default – acting earlier to avoid crisis
• Co-produced – working alongside people, carers and communities
• Equity-driven – focusing on reducing inequalities
• Relational and humane – valuing relationships, safety and continuity
• Financially sustainable – making best use of public resources

About the strategy

Enabling Gloriously Ordinary Lives sets out Nottingham’s approach to adult social care for 2026–2028. It recognises the pressures facing the system, while setting a positive vision for a more connected, preventative and person-focused approach.
