What is a Higher-Risk Residential Building?

A Higher-Risk Residential Building (HRRB) is defined under Section 65 of the Building Safety Act 2022 (BSA 2022) and the Higher-Risk Buildings (Descriptions and Supplementary Provisions) Regulations 2023. These buildings are subject to more stringent safety regulations due to their potential risk factors.

To be classified as an HRRB during the occupation phase, a building must meet the following criteria;

1. Height: The building must be at least 18 meters tall or have at least seven storeys.
2. Residential Units: It must contain at least two residential units.

The Building safety Regulator (BSR) holds information about high-rise residential buildings in England.

Since October 2023, the Building Safety Act 2022 Section any building that is classified as a HRRB  must be registered with BSR by the Principal Accountable Person (PAP) BEFORE people can live there.
