Nottingham City Council adopted the Affordable Housing Contributions arising from Student Accommodation Supplementary Planning Document (SPD) on 18 May 2021 following a public period of consultation 27 May until 5pm on 5 August 2020.

Affordable Housing Contributions

The SPD provides guidance to developers on the Council's requirements for new developer contributions from Purpose Built Student Accommodation (PBSA) to be used towards affordable housing. This supplements Policy 8 of the Aligned Core Strategy 2014 (ACS) and Policy HO3: Affordable Housing in the Land and Planning Policies Local Plan Part 2 - 2020 (LAPP).  In particular, it sets out the commuted sum that will be required in lieu of on-site affordable housing provision on sites providing PBSA within Nottingham City and explains the mechanism for calculating these contributions.

The SPD sets out that the Council will seek affordable housing contributions for all new PBSA schemes* coming forward registered after the adoption of the SPD on 18 May 2021 using the following figures.

Schemes on University Campuses, as designated by Policy LS2: Safeguarded Land for the Provision of Higher Education, are exempt.

Consultation took place on the draft document between 27 May and 5 August 2020  As a result of this comments from 79 representation comments were received from 9 interested parties (made up of one local residents group, one housing organisation, the University of Nottingham and 6 developers).  A summary of these comments and the Council's responses can be viewed in the Report of Consultation on Affordable Housing Contributions arising from Student Accommodation Supplementary Planning Document.

To confirm, no application to leave was applied for within three months of the decision by any person with sufficient interest in the decision to adopt the SPD.
