Application for a Combined Hackney Carriage Private Hire Drivers Licence
This is a combined licence, which entitles the holder to drive Hackney Carriages and Private Hire Vehicles licensed by Nottingham City Council. A Hackney carriage driver may work independently with a Hackney Carriage, whereas a Private Hire Driver must always work with a licensed operator.
To apply for a driver licence an applicant must be at least 18 years old and have held a full British Driving Licence for at least one year. The DVLA driving licence must be presented upon submission of the application form together with your National Insurance Number.
Applying for an Initial Licence
You will need to complete the following forms available in an 'initial application pack', from the:

You will need:
- An application form
- An enhanced Disclosure and Barring Services (DBS) disclosure form
- A DVLA check carried out by our office using a driving licence, National insurance and postcode
- A Medical Form (you will be advised to make a medical examination appointment after your DBS have been returned to Licensing and DVLA checks found satisfactory)
These forms (other than medical) are then to be submitted along with the following documents
- Current driving licence issued by DVLA
- Two written character references from someone who has known you for a period of 5 years or more (not from relatives or your local Councillor)
- For Private Hire work, an offer of work from the Private Hire Operator you intend to work for, or a letter of confirmation from a proprietor of a Hackney Carriage if intending to drive a Hackney Carriage
- A recent passport size photograph
- Immigration Act right to work documentation
- Taxi Licensing Fees payable by cheque, card or postal order (cash not acceptable)
Please note that following the receipt of an initial application it can take 6 to 8 weeks to complete the process due to the Licensing Office awaiting confirmation of checks from the Disclosure and Barring Services (DBS), DVLA and medical report.
All new applicants are required to have a Group 2 Medical as specified by the DVLA at:

You are required to pay for your medical examination when you arrive at the medical centre for your appointment. Cancellations made less than 24 hours prior to the appointment time, or failing to attend an appointment will incur a fee. This amount will be added to the charge for your next appointment.
The applicant will also be required to undergo a driving test and topography test following receipt of a medical pass certificate.
Driving tests are booked by the applicant when DBS and DVLA checks are satisfactory.
All new applicants will be subject to an assessment of driving, by taking a driving test.
You must have your valid, signed drivers licence when you report for the test and proof of insurance for the vehicle. The examiner will not conduct your test without them.
The applicant must provide for the test, a suitable four door saloon, hatchback or estate car. Open top cars or commercial vehicles are not acceptable. The vehicle to be used must be legally taxed, insured and in roadworthy condition, though not a licensed vehicle.
You must attend for your test at the specified time. Applicants who report late may forfeit their test and will be charged a re-test fee.
If you are unable to attend for your appointment you must cancel the test by telephoning 0115 876 1279 at least 48 hours before the time scheduled for the test. You will not then be charged.
The driving test will be of 30 minutes duration and you must demonstrate to the examiner your ability to handle the vehicle safely and competently in a range of situations and traffic conditions. At the end of the driving test the applicant will be asked a series of questions from the current Highway Code. On successful completion of the test, the applicant will be issued with a pass certificate which requires to be submitted to the Licensing Section.

An officer from Nottingham City Council will spend time before the test to go through the instructions.
Before you sit the Topography Test you must bring along with you your current Driving Licence or photographic identification. The Topography Test will take 45 minutes and consists of five separate sections which cover a series of multiple choice questions from the following categories:
- Licence conditions
- Premises and locations
- Shortest route
- Money (change)
Please read thoroughly the driver licence conditions for a Hackney Carriage and Private Hire. Also additional “Did you know that” questions and answers sheet under which this examination will be conducted.
- will remain silent throughout the test
- will switch off mobile phones or other electronic devices
- will not be able to use any additional written material during the examination
- will not leave the room during the test without the permission of the examiner
(Any applicant who does leave will only be allowed to return at the discretion of the examiner)
The examination may be terminated at any time by the examiner or the applicant. If the applicant requests, during the course of the examination, that it is terminated then the examination fee will, of course, be forfeited.
Candidates who fail to reach the required grade can request a retest at a cost of £50.00.
Failure to pass will require a rebooking of the Topography Test and a further fee per re-test of £50.00 is payable.
The drivers badge once issued will be for a one year or three year duration.
You will be required to have a DVLA and Disclosure and Barring check carried out annually.
Applying to Renew Drivers Licence
Each year a renewal form will be sent to your recorded address. (Please note that it is your responsibility to ensure your licence is renewed before it expires). On receipt of your renewal notification (this is sent 2 months prior to the expiry of your current licence). You should contact the Licensing Office on 0115 915 6571 to arrange an appointment to bring the following in to Licensing Reception:
- The renewal letter
- Completed renewal application form
- A DVLA check carried out by our office using a driving licence, National Insurance Number and postcode
- 1 x Passport Sized photograph
- DVLA Driving Licence
- Immigration Act – right to work documentation
- Current fee (cash not acceptable)
As part of the renewal process, you will be required to have a DVLA check and Disclosure Barring check carried out and provide Right to Work documentation to the Taxi Licensing office.
You must also check the rear of your badge to see whether you are required to have a medical as part of your renewal application.
An application to renew a licence will not be accepted if it is more than one month following the expiry date of the licence (without reasonable cause). No shortened/temporary licence will be granted and any application made after that time will be treated as a 'new' application and you will need to go through the same procedure as that specified for the grant of an initial licence.
When a renewal licence has been granted and processed, the applicant will be contacted and required to return the expired/expiring drivers badge to the Licensing Office and in turn be issued with their 'new' driver's badge. (Please note: The drivers badge is a controlled item and as such requires returning to Licensing).
Failure to return drivers badge may lead to a delay in issuing the 'new' badge until the Licensing Office receive:
- Letter of confirmation from applicant as to reason for not returning driver's badge
- Police 'crime number' re: lost/stolen driver's badge
