Health Inequalities Shared Priority (HISP)

Nottingham City Council (NCC) has participated in the HISP programme from 2003 to 2006. The aim of the HISP was to enable local authorities working with PCTs and regional partners to promote healthier communities and narrow health inequalities.

Achievements have included:

Health Inequalities Departmental Audit

The NCC Health Inequalities Audit was one of the early actions progressed from the HISP Action Plan. It was undertaken between November 2004 and February 2005. Much information was gathered on the NCC work currently contributing to narrowing the health inequalities gap and how service delivery might be improved.

The Healthy Workforce Strategy

One of the key findings of the Health Inequalities Audit was the need for NCC to provide more consistency across departments in terms of a staff health and well-being scheme and providing opportunities for staff to make healthier choices. In response, NCC prioritised the need to develop a healthy workforce strategy and action plan. The strategy is currently being developed and will be available for download by March 2007.

Health Equality Champions

In 2003 a health inequalities self-assessment exercise identified that awareness of and understanding about health inequalities within NCC was patchy. As a result the HISP Steering Group decided to create ‘health equality champions’ in different departments across the Council.

Health Inequalities Learning and Development Strategy

In 2003 a health inequalities self-assessment exercise identified that knowledge and commitment to tackling health inequalities was patchy across partners. As a result, the HISP Steering Group prioritised the production and implementation of a cross-sector Health Inequalities Learning and Development strategy. Key to this strategy is getting partners to include health inequalities in their training and developmental activity. The learning and development strategy aims to focus on senior managers and local service deliverers across sectors.

Public Health Consultant Post

The Public Health Consultant post was created with the aim of bringing about lasting changes to public health services through partnership working. The changes were to be based on the evidence of local community needs and effective action. More specifically, the post was to address health inequalities especially those experienced by black and minority ethnic groups in Nottingham City.

Shared Intelligence Project

Recognising that both national and local strategies demand accurate, timely, local level data on a wide range of topics, the HISP programme initiated the Shared Intelligence and Policy Resource Project in June 2005. The vision of the project was to develop safe systems for sharing information and to enable the exchange of information that will assist and inform future decision making processes.

Health Development Officers

The Health Development Officers (HDOs) cover 6 of the most disadvantaged areas of the city. They were set up in September 2003 to act as a catalyse to promote joint working around health and well being in their specific neighbourhood areas. This innovative project has improved the synergy between the PCT and NCC services.
