These may take the form of design guides, area development briefs, a master plan or issue-based documents. These documents can use illustrations, text and practical examples to expand on how the authority's policies can be taken forward. The City Council will involve the community in the preparation of SPDs. They are also subject to a Sustainability Appraisal to ensure economic, environmental and social effects of the plan are in line with sustainable development targets.

Building Balanced Communities Supplementary Planning Document Reissued March 2007
This document replaces a previous version titled Building Balanced Communities Supplementary Planning Document March 2006, which set out the councils approach to student housing provision and housing mix (family housing). The document has been revised and replaced by the document titled Building Balanced Communities Supplementary Planning Document Reissued March 2007 the main difference is that the family housing element has been removed. Statement of fact in accordance with regulation 20 (a) of Town and Country Planning (Local Development) (England) Regulations 2004:
The Building Balanced Communities Supplementary Planning Document was adopted March 2006. In June 2006 an application was made to the High Court for Judicial Review of the document. This specifically queried the legality of Section 3 of the document titled ‘Diversifying Housing Stock – Family Housing’. The High Court subsequently granted Judicial Review.
The result of the order is that Section 3 of the Building Balanced Communities Supplementary Planning Document dealing with ‘Diversifying Housing Stock – Family Housing’ is quashed and is withdrawn.
The Building Balanced Communities Supplementary Planning Document has now been revised with section 3 deleted and sections and page numbers reordered accordingly. These are the only revisions and the remainder of the document is still adopted planning guidance as before.
