From the 26th September 2006 anyone distributing free printed matter or organising its distribution in certain areas of the City is required to obtain consent from the City Council, there is a fee for this service.
Examples of printed matter includes: flyers and free newspapers but a whole range of items may be covered. For the relevant areas see below.
Persons caught distributing without the correct consent will be issued with a fixed penalty fine of £75 or prosecuted, the business responsible for the material can be issued with a fixed penalty or prosecuted.
This does not apply to material distributed by or on behalf of a charity or when the distribution is for political purposes or for the purposes of religion or a belief, or delivering items to properties letter boxes.
