Before this country allows immigration they require confirmation from the Local Authority that the accommodation provided for that person reaches a certain standard.

In general, properties are inspected to ensure that they are in a reasonable state of repair that there are adequate kitchen and bathroom facilities and the property will not be overcrowded with additional person/persons.
