A licence under the Animal Boarding Estalishments Act 1963 is needed to open a cattery or kennels, even if you conduct the business from your home. The licence is obtained from the City Council.

Before granting a licence an officer or veterinary surgeon appointed by the council will inspect the premises to ensure they comply with the following:
