Riding establishments need to be licensed.  Anyone running a business of keeping horses to let out on hire for riding, or for use in providing instruction in riding for payment, or both.

You will require a licence under the Riding Establishments Acts of 1964 and 1970. An application form, which may be obtained from Nottingham City Council, Licensing and Registrations team, should be returned together with the appropriate fee.

Before granting a licence the premises will be inspected by an authorised veterinary inspector, the cost of which will be borne by the applicant.
