Background
The Transport Act 2000 includes extensive powers aimed to improve public
transport. The Act requires that local authorities prepare a Local Transport Plan (LTP), which must
include a bus strategy. The Greater Nottingham Local Transport Plan has now been produced along with
the City Public Transport Plan (PTP) and bus strategy. The Act also imposes specific duties for local
authorities in respect of local bus services information.
The Information strategy meets requirements of the Act and is fully
complementary to both the LTP, PTP and Greater Nottingham Transport Partnership (GNTP) 'Big Wheel' vision
for integrated transport. It is intended to run up to 2005/06 when the next LTP will be prepared and
the PTP will be reviewed.
Under the Transport Act 2000 the City Council is required, having regard
to the Local Transport Plan and following consultation with bus users and the traffic commissioner,
to determine
- What local bus information should be made available to the public;
and
- The way in which it should be made available
The
information seen as essential under the Transport Act is:
- Bus Timetable and route information;
- Fare information for journeys on local services for adults and children;
- Information on facilities for disabled persons, travel concessions for the
elderly; and
- Interchange information for connections between the same mode e.g. bus to
bus and between different modes e.g. bus to train.
The
objective of the Information strategy is to set the benchmark for good quality public transport information
within the City so public transport information standards have been produced.
The Act also enables local authorities to recover costs from bus operators
where minimum essential requirements are not met.
This Information Strategy considers other forms of public transport
information for modes such as light and heavy rail although they fall outside the requirements of the
Act The power granted to local authorities to recover costs only extends to the provision of information
relevant to local bus services. It is anticipated that this power will only be used as a last resort.
The Action Plan included in the Strategy (section 5) shows how, and
by when, the City standards will be delivered.
