A Welcome & Introduction to the Forum Meeting ACC Fish

ACC Fish welcomed everyone to the Forum meeting, and extended her thanks to The City Council for hosting the event.

Matters arising

Action 1 – Health representation at the LRF See item 10 on Agenda

Action 6 – Financing Multi Agency Training Jim Molloy. – This matter not yet resolved. – Further meeting 11th March 2005

Action 9 – Lead Agency on Site clearance. Local Authority (Notts County Council) will lead on Site Clearance.

Action 2 – Voluntary Agencies need to be integrated into any new CCA structure

All other actions transferred to EPLG Steering group, who will report back when complete.

Main Agenda - All items open under FOI

Item 1 Update on the Civil Contingencies Act 2004.

John Perkins gave a brief resume of the progress of the Act and its implementation. The final guidelines would be published in April, with implementation by Oct 2005. An assumption that everything would be in place by Oct 2005 was unrealistic.

There had been a meeting last Tuesday at Leicester where East Midlands LRF’s meet with Roger Hargreaves & GOEM. It was seen that each LRF had a different approach to the implementation of the Act. Reasonable progress had been made in most LRF’s.

It looked likely that Regional Strategic Health Authorities would be classed at Category 2 responders.

Item 2 – Update on the implementation of the CCA. John Severn Chair EPLG.

The steering group set up by the LRF had meet 5 times and produced a work plan for the implementation of the Act. It had identified areas of work required to implement the Act. These included

  • Implementation of the Act into Nottinghamshire
  • Risk assessment
  • Review of emergency plans
  • Business continuity
  • Warning & Informing the Public
  • Training & Exercises
  • Capabilities mapping

No additional resources as yet had been put to the process of implementation of the Act. The planning process was virtually complete and work was needed to be commenced on each of the identified areas.

The risks identified to the LRF were summarised as: -

  • Failure to meet timescales
  • Each component organisation in breach of the Act
  • Unable to respond to incidents in accordance to the Act.

Options identified included

  • Additional funding for posts
  • ‘Back fill’ to free up existing posts
  • Provide additional resources
  • ‘Battle on’ with present resources

Other LRF approaches were discussed including the Leicestershire model’ where funding had been put to implementation posts.

All organisations at the meeting gave their total commitment to the implementation of the Act into Nottingham & Nottinghamshire. There were little additional resources that could help the implementation of the Act. A Business case would have to be developed for additional resources. The spending review of 2006 would need to identify additional resources required.

A lengthy debate on the best way forward took place. Competing priorities were always going to be identified.

It was resolved that organisations within the LRF should-

  • Give high priority to the implementation of the Act and re prioritise work if required to ensure compliance with the time scales.
  • Local Authorities to use additional funding for the implementation of the Act
  • Government should be lobbied to resource the implementation of the CCA for all responders
  • Organisations to give as much additional support as necessary.

Any problems/blockages should be reported to the Chair of the LRF

It was agreed that the LRF Website should be called ‘www.nottsprepared.gov.uk’ and is funded by the City Council.

It was also agreed that the LRF did want an awareness talk by Mark Scoggins.

Action Paul Millward City Council to identify dates and get back to LRF as soon as possible.

Item 3- Regional Resilience Forum

The next meeting of the RRF will be on the 8th March 2005. Nick Raynesford, A government Minister will be meeting the RRF

Operation Sasoon – The evacuation of 2 million people from London is currently being planned with one way road evacuation using the M1 A1. LRF’s will need to do some planning in the Future.

A flu plan was being developed with an exercise in the summer.

GO EM has recently had a presentation on the Government Decontamination Service (GDS). This service concentrated on cleaning buildings

Item 4 – Capabilities Mapping.

Animal Diseases – Nottinghamshire County Council Initial scooping meeting held in January with another meeting in March. There is a need to ensure our plans dovetail with National plans Grade – No grade given

Site clearance – Nottinghamshire County Council identified as lead organisation. Awaiting national guidelines to progress. No grade given

Urban Search & Rescue – Nottinghamshire Fire Service. 2 Search & Rescue Units now based in east Midlands. Some training already identified. Grade upward to Amber.

CBRN – Nottinghamshire fire & Rescue – 1 mass decontamination unit now based in Nottinghamshire with trained Fire service personnel. Police now have 4 PSU’s trained to react to a CBRN Incident. EMAS also have kit and trained staff. CBRN Regional manual in place. Grade upward to Amber

Infectious Diseases – Health Protection Agency Regional Vaccination Framework to go to the RRF next week. The Dept of Health flu plan is due out this month with a regional exercise on 23rd June 2005. Various local initiatives are in place for local issues involving infectious diseases. No grade given

Warning & informing the Public Nottingham City Council. Talks held with Nottinghamshire Communications specialist group. Web Site draft proposals in place. City Centre Emergency Plan launched. Grade upward to Red Amber

Mass Evacuation – Nottingham City Council City centre emergency Plan now in place. Linking with other ‘core cities’ National guidance awaited. Grade still Green/Amber

Assessing Risk – Nottinghamshire County Council – Now transferred to the CCA Steering group. The County Council has arranged an Initial meeting.

Mass Casualties EMAS - Stressed that this needed to be a regional approach as most responders were based regionally. Health research group have been identified and have met. Some issues identified. Grade upward to Red Amber

Mass Fatalities HM Coroner Notts Police– Disappointed that CENTREX training fell thro due to Tsunami. However alternative Body recovery & Temp Mortuary training taking place this week. Police Funding obtained for some PPE. Also additional Temp Mortuary training for 15 more staff in March. 16 new family Liaison Officers trained. 38 additional call takers identified. Exercise on 20th March for Casualty Bureau. Hoping to get Regional agreement on Disaster Victim Identification issues. Grade Upwards Red – Amber

Item 5 – The Defence Contribution to resilience in the UK. A Guide for RRF & LRF. Lt Colonel Richard Dixon-Warren

Lt Colonel Richard Dixon-Warren gave a comprehensive talk on the draft document setting out the military response to disaster and resilience issues. A Standing Joint Commander for the UK has been appointed. (Papers attached)

Item 6 – CBRN Protocol

The CBRN working group is now a sub group to the RRF. Supt Bruce Cameron, Nottinghamshire Police is the chair of the group. All LRF’s had signed off the document but with some problems with health who’s co-operation is essential.

Action Liam Leharne to speak to Sarah Webb to ensure that the CBRN protocol is fully integrated into Health plans.

Item 7 Nottingham City centre emergency Plan.

Launched last Monday 28th March 2005. Where several members of this forum were speakers. Over 140 attended with good media coverage. There was a need to now sell this plan to the City centre and to later exercise and train.

Item 8 – Health Cross Border Issues

Viv Carmichael raised issues on behalf of the North Notts Health EP Group which they wanted to be raised as regional issues at the RRF. Concerns included

Health boundaries not co terminus with Police areas
Local Health Community not aware of plans for Liasing across SHA areas.
Clarity needed for roles of all Hospitals in emergency Response.
Planning for mass casualties.
Is there a health Sub Group of the RRF
No detailed planning undertaken by PCT Acute trusts.
No clear Command & Control in plan
Free flow of information not forthcoming
PCT’s can mobilise at short notice with small impact on health.
Need to engage PCT’s as independent contractors. Need to address this nationally.
Action John Perkins and Viv Carmichael to progress at Regional level.

Item 9 Exercise Arctic sea.

Flu exercise 23rd June 2005. Group of 20 participants required from this LRF

John Perkins asked that delegates take this document away and bring back comments to the next meeting.

Item 11 – Incidents of note.

Rob Fisher reported that County hall had suffered a burst pipe over a recent weekend resulting in the implementation of Business Continuity plans for staff at County hall. All floors were effected. All now back to normal.

Item 12 Debriefs/Training/Exercises/Planning

Rob Fisher presented 2 debriefs one from the floods/evacuation from Newark and one from the Factory fire/Evacuation from Mansfield. The contents would be discussed at the EPLG.
