Integrated and Targeted Youth Support – the Context
Youth Matters – Next Steps sets the context for Local Authorities to:-
Manage the establishment, delivery and effectiveness of integrated and targeted support within the overall framework for young people’s services so that young people at risk:-
- Are identified as early as possible
- Go through a clear and simple assessment process without the need to re-tell their story to lots of different people
- Get prompt support from a lead professional, working within a multi-disciplinary team, who can act as a single point of contact over time between them and the services they need and also challenge them to meet their responsibilities when necessary
- Can access high quality services in settings where they feel comfortable and do not feel labelled
- And so that mainstream agencies, including schools have a single route of referral when they have concerns about particular young people
Targeted Youth Support Services should aim to:-
- Strengthen the influence of vulnerable young people and their families and communities and their ability to create positive change
- Identify vulnerable young people early, in the context of their everyday lives
- Build a clear picture of individual need, shared by young people and the agencies working with them using CAF
- Enable vulnerable young people to receive early support in universal settings. Help all agencies draw in extra support/help on behalf of young people through better links with other agencies and organisations
- Ensure vulnerable young people receive a personalised package of support, IAG and learning and development opportunities with support for their parents/carers as appropriate. This should be co-ordinated by a trusted lead professional and delivered by agencies working well together
- Provide support for vulnerable young people across transitions e.g. moving school or between services
- Make services more accessible, attractive and relevant for vulnerable young people
The six key performance indicators for targeted support are:-
1.Reduction in pupil (persistent) absence
2.Reduction in NEET
3.Improved attainment
4.Reduction in under 18 conception
5.Reduction in substance misuse
6.Reduction in youth offending
