The Children and Young People’s Plan is the single multi-agency plan which outlines the key priorities for children and young people in Nottingham.  This plan is the key driver for the Joint Commissioning Framework. The framework ensures that services are designed to meet the current and future needs of local children and young people.  The Strategic Partnership for Children, Young People and Families (SPCYPF) agreed a Joint Commissioning Framework in November 2006. This Joint Commissioning Strategy builds on that agreed framework and sets the direction for partnership work in Nottingham for the next three to five years.

The strategy determines a direction of travel that will deliver a shift in the balance of service commissioning from acute interventions and rehabilitation to early identification and prevention The Draft Joint Commissioning Strategy strategy recognises the need for Nottingham to take positive action to address inequalities to secure equity of outcome. . The strategy is also explicit in confirming that all agencies need to work together to achieve success across the 5 outcomes. Each agency has a responsibility to make their own contribution to delivering the shift in the balance of services, which is the cornerstone of the Every Child Matters programme of change.

Draft Preventative Strategy

The Preventative Strategy has been developed in response to The Children Act 2004 and builds on the Commissioning Strategy to set out the pathway to deliver the change in balance of services. Early preventative services do not necessarily mean early in a child’s life.  Services such as youth work or teenage pregnancy advice are also preventative services.  Preventative services should also be available across the spectrum of need so that children and young people who require specialist support are enabled to move down the spectrum of need with support packages that reflect their changing level of need.
