Any unauthorised vehicles that make use of a bus lane, bus gate or tram gate during the time of operation may receive a Penalty Charge Notice. Exemptions may include;
- a pedal cycle
- a bus
- a tramcar or
- wheelchair accessible taxis

If you were entering the bus lane to gain access to a property you must do so within 10 metres of that property. If you travelled further than 10 metres you are liable for the PCN.

If you believe that your vehicle is a minibus and are therefore allowed to operate in bus stops, we may consider your representation.
A vehicle is classed as a minibus if:
- the vehicle has 10 or more seats including the driver
You will need to provide proof that your vehicle is classed as a minibus. We require the following evidence:
- a copy of your valid hackney carriage licence
- a copy of the vehicle's log book.

Bus lanes do not need to have a road surface of a certain colour. White road markings and clear road signs inform motorists of the restriction.

A bus gate/bus only street is a method of discouraging through traffic in towns and city centres. They are short sections of road blocked off to all traffic except buses and cycles (and sometimes wheelchair accessible taxis).
Similar to a bus gate, a tram gate is a portion of the highway where use is restricted to trams only and is clearly signed.
If you are not a permitted vehicle the restriction applies as soon as the vehicle passes the entry points, regardless of how far the vehicle has travelled.
Private hire vehicles are only permitted through Friar Lane (24 hours), Lower Parliament (7pm to 7am) and Milton Street (7pm to 7am).
If you required access to a business and need to pass Friar Lane you must do so before 10am or after 4.30pm. You can leave at any time.
Disabled badges are permitted to access Friar Lane to park in the accessible parking spaces on Friar Lane and Long Row West. If you are a Blue Badge Holder, the vehicle that you have used to drive along Friar Lane will be classed as a permitted vehicle and this ticket will be cancelled if you provide us with the following information using the online representation process;
- Details of this ticket – PCN number
- Proof of your valid Blue Badge (photocopy of both front and back)
- Details of the vehicle(s) you most frequently use to travel to the Clear Zone, in particular the vehicle registration number(s).

A Penalty Charge Notice is issued to the DVLA Registered Keeper. If the DVLA Registered Keeper is a hire or lease company, upon receipt of the Notice the hire or lease company would need to make a representation [within the representation timeframe]. If the company want to transfer liability to the hirer or the leasee, they will need to provide us a valid hire/lease agreement.
A valid hire/lease agreement must have the hirer or leasee’s details, be signed by the hirer or leasee, contain a start and end date or an expected end date covering the date of the alleged contravention and they must also show that the hirer or leasee accepts liability for any penalty charges in relation to the vehicle.
Once liability has been transferred, the hirer or leasee upon receipt of the Penalty Charge Notice can then make either a representation or payment.

- A colour photo showing the make and model of the vehicle
- A colour photo showing the vehicle registration number of the vehicle
- A police crime reference number related to the cloning of your vehicle.
